A Guide to Securing Subsidies & Meeting DISCOM Standards in India
To ensure your solar plant remains eligible for government incentives and stays connected to the grid, you must maintain a strict “Audit-Ready” status. Use this checklist to verify your plant’s compliance.

Phase 1: Pre-Commissioning & Regulatory
- [ ] ALMM Module Check: Verify that all installed modules are on the Approved List of Models & Manufacturers. Non-ALMM modules often lead to immediate subsidy rejection.
- [ ] CEIG Certification: Obtain the “Safety Fitness” certificate from the Chief Electrical Inspector to the Government.
- [ ] Connectivity Agreement: Ensure the Net-Metering or Gross-
Metering agreement with the local DISCOM is signed and the bi-directional meter is calibrated. - [ ] Inverter BIS Compliance: Confirm all inverters carry valid Bureau of Indian Standards certifications for grid safety.
Phase 2: Generation Reporting (The “Audit Trail”)
- [ ] Automated Data Logging: Move from manual registers to digital logs. DISCOM auditors prefer un-tamperable digital data (like that from aALoK).
- [ ] Daily Generation Monitoring: Track daily yield. Large gaps in data can be flagged as “meter tampering” or “system failure.”
- [ ] Inverter-Level Visibility: Maintain logs for individual inverters. If total generation is low, you must prove which specific inverter was down to avoid “negligence penalties.”
- [ ] Uptime Documentation: Document the “Plant Availability Factor.” Most subsidies require the plant to be active at least 95-98% of the year.
Phase 3: Technical Performance Standards
- [ ] Performance Ratio (PR) Tracking: Calculate PR regularly. If it falls below the threshold (typically 75%), government agencies may withhold Performance-Based Incentives (PBI).
- [ ] Reactive Power Compliance: Ensure your plant isn’t drawing or injecting excessive reactive power, which leads to DISCOM penalties on your monthly bill.
- [ ] Anti-Islanding Test: Perform and log quarterly tests to ensure the plant shuts off during grid failure (a mandatory safety requirement).
Phase 4: Operations & Maintenance (O&M)
- [ ] Cleaning Schedule Log: Keep a timestamped record of panel cleaning. Auditors may ask for this if generation doesn’t match the solar radiation data.
- [ ] Pyranometer Calibration: If you use radiation sensors, ensure they have a valid calibration certificate(usually valid for 1–2 years).
- [ ] Earthing & LA Check: Conduct bi-annual “Earth Resistance” tests and keep the reports ready for safety audits.
